As part of its November ICC Orange Empire Chapter meeting, Jim Martin, Building
Official for the City of Garden Grove, California (above at podium), and
Khanh Nguyen, Chapter President of the ICC Orange Empire Chapter, presented
the Project H.E.R.O. program CD to members. The Orange Empire Chapter members
are currently evaluating ways they might participate in this unique program.

Around the world, thousands of lives are lost and billions of dollars
in damage occur in places where people and property are not protected
by safe building codes and standards.
The International Code Council (ICC) Foundation is a nonprofit organization
dedicated to alleviating the devastating effects of natural disasters

Building Safety Week
is your chance to take advantage of a nationwide focus on safe building
practices. The theme of Building
Safety Week 2007 is “Building Smarter…for Disasters and Everyday Life.”
Scheduled May 6-12, 2007, Building Safety Week is a perfect time to increase
public awareness in a fun and educational way, and to share information
about critical topics. Every year, jurisdictions nationwide reach out to
the public in new and innovative ways. We have some
great ideas for promoting Building Safety Week in your area.
Lobbying
for Change at the National Level
Building Safety Week
activities at the national level include a program of federal policy advocacy
in Washington, D.C. ICC leadership, including the ICC Board of Directors,
the Government Relations Advisory Committee and Chapter representatives,
meet with the U.S. House and Senate to promote and discuss ICC’s annual
legislative priorities.
In past years, ICC’s
legislative agenda has included policies guiding natural disaster
mitigation and reconstruction, federal incentives to promote state and
local code adoption, incentives promoting installation of enhanced energy
efficiency and building safety measures and legislation to advance federal
fire prevention policies. For this upcoming Building Safety Week, ICC
will continue to focus on these concerns as well as highlight efforts
to establish a federally funded competitive Local Code Administration
Grant Program.

ICCF/Pragma
Partnership Approved by MUD
The U.S. Trade and Development Agency has announced the ICC Foundation’s
partnership with Pragma
Corporation, an international management organization, for capacity
development of the Ministry of Urban Development (MUD) of Afghanistan.
MUD is responsible for urban management, including facilitating access
to housing for all of Afghanistan's citizens.
The capacity development program is financed by the U.S. Trade and Development
Agency and includes the review of existing Russian-based codes and systems,
the current state of code enforcement, and the eventual recommendations
for improvements that will increase the Ministry’s capacity to do its
part in rebuilding Afghanistan. Initial efforts will focus on the capital
city of Kabul.
Silent
Auction Donations Jump 35 Percent
The ICC Foundation’s
4th Annual Silent Auction raised a record-setting $5,000—up from the previous
year’s high of $3,700. If you would like to help make the 2007 Silent
Auction an even greater success, please
consider making
a donation. Donors will be listed on posters at the annual conference,
on the ICC Foundation website, and in ICC’s official publication, Building
Safety Journal® (circulation 40,000).
Mobilizing
Egypt’s Code Enforcement System
The ICC Foundation is working closely with Egypt’s Housing and Building
National Research Center (HBRC) to develop the Capacity Development National
Program for Integrated Building Safety System, a comprehensive code enforcement
system for the country. In a recent trip to Egypt, ICC Foundation President
Paul Myers and Majed Dabdoub, Cincinnati Building Department, met with
the Governor of the State of Alexandria, the Federal Contractors Union,
staff from the Housing & Building Research Center, architects, consulting
engineers, the Egyptian Construction Liability Insurance Pool, code officials
and owners/developers. Their goal in this final fact-finding mission was
to assess the status of code enforcement, gather recommendations for change
and develop ways to increase the staff and enforcement system capacity.
Michigan’s
DLEG Volunteers for Project H.E.R.O.
Henry
L. Green, ICC Board Immediate Past President and Executive Director of
the Bureau of Construction Codes for the Michigan Department of Labor
and Economic Growth (DLEG) in Lansing, Michigan, has
volunteered to serve as a Project H.E.R.O. State Coordinator, and
has enlisted the help of several others in the effort.
