The Foundation established a Scholarship Program to support building and fire safety by supporting the education of existing and future code officials; increasing participation in code development and honoring those who have been essential to the formation of ICC. The current scholarships offered by the Foundation are:

The scholarship program is geared towards senior level code officials and department heads with the goal of advancing leadership skills and building upon the knowledge base of experienced building safety professionals. The scholarship will cover expenses for courses covering executive development, executive leadership, conflict resolution training, and crisis communication.
The suite of scholarships under the Code of Honor program will help ensure that the family of I-Codes continues to reflect the consensus view of officials at all levels of government by providing funding to governmental members seeking to attend the Final Action Code Hearings. The first grantees will be for the two 2010 Final Code Development Hearings in Dallas and Charlotte. The 2010 goal is to provide a minimum of 75 scholarships total for both the Group A and B cycles.
Applicants may apply in a variety of categories as outlined below; however, all Code of Honor scholars must be employed as code officials and serving as a Governmental Member Voting Representative, in accordance with Article II Section 2.1.1.1 of the ICC bylaws.
The following information and requirements apply to all of the Code of Honor scholarship categories:
Applicants may apply for more than one type of Code of Honor scholarship in any given cycle, however; only one scholarship per year will be awarded to each award winner.
Scholarship awards will fund eligible travel, lodging (Reimbursement not to exceed the conference hotel rate), ground transportation and conference fee expenses on a cost reimbursement basis for reasonable and customary Code Hearing expenses. Expenses should be incurred using a reasonableness standard and in a manner consistent with the relevant sections of the Code Council travel policy. Scholarship award winners (scholars) will be required to submit their expenses to the Code Council on the approved expense reimbursement form with original receipts.
Specific eligible expenses may include:
None of the scholarships in the current program cover meals or per diem, so scholars will be required to either secure additional support or self-pay for those expenses.
Attendance and participation will be verified through on-site check-in and via verification that the scholar voted in the relevant hearings. Additionally, Code of Honor Scholars will be required to sign an ethics pledge and agree to attend a short reception/professional ethics briefing.
Architect Leaders, Emerging Leaders, Future Leaders, International, Small Town Leaders & Veteran Leader scholarships provide up to, but no greater than $2,000. These scholarships do not require a match.
Chapter Match/First-time Attendees scholarships provide up to, but no greater than $1,000. In addition applicants must secure a pledge from their chapter to match the scholarship award on a 1 to 1 basis. For example, if the total eligible expenses total $1,800, the chapter must pledge to pay at least $900.

The Foundation provides administrative support for ICC Chapters who have scholarship programs. This optional chapter benefit is provided with no administrative support fee. Recipients of managed scholarships are selected by the sponsoring ICC Chapters in accordance with criteria determined by the Chapter. The International Code Council Foundation acts as home for the scholarship funds. The scholarships are funded solely by the sponsoring ICC Chapters. The International Code Council coordinates the distribution of the scholarships. Separate policies are in effect for each scholarship that details the administrative guidelines.

Code officials are the key to ensuring construction of safe and strong buildings in modern times because they develop and enforce model building codes for use in building and maintenance of a strong and safe built environment. Like all professions, code officials require ongoing training and education opportunities for professional development and excellence, however, access to training and education programs is increasingly limited due to ongoing economic shortfalls. As a result, many ICC governmental members are facing shortfalls in training and education opportunities for code officials.
This challenging trend is expected to worsen with the continuous economic challenges facing cities, counties, provinces and territories in the U.S. and abroad. This must be addressed and solved to help preserve the integrity of the model building code and development process, the ongoing professional development of the code official profession and the safety of individuals and families worldwide.
The International Code Council Foundation (ICC Foundation) is introducing the Professional Education Scholarship Program to support creation of ongoing training and education opportunities for code professionals to support building safety worldwide.
The Professional Education Scholarship Program will provide financial support for reasonable transportation and lodging expenses for ICC appointed representatives of governmental members to attend approved education and training courses during the annual conferences or other approved venues. All expenses will be paid on a cost reimbursement basis and expended consistent with the ICC travel policy. Awards will be given in equal numbers in each of the following categories:
Scholarship applications can be submitted online. Applicants must be currently employed in the building or fire code industry and represent a government entity (city/county/municipality). Applicants must also be a member in good standing of their local ICC chapter.
To ensure the highest level of ethics and professionalism, all applicants will be required to execute an integrity pledge and to attend one professional ethics course in addition to other approved course offerings. Applicants will be required to provide proof of successful completion of the funded courses.
The review and selection committee decisions are based on a point system using a blind review process to ensure integrity and transparency of the selection process.
