Introduction

The Foundation established a Scholarship Program to support building and fire safety by supporting the education of existing and future code officials; increasing participation in code development and honoring those who have been essential to the formation of ICC. The current scholarships offered by the Foundation are:

Advanced Building Safety Leadership Scholarships – Coming Soon

The scholarship program is geared towards senior level code officials and department heads with the goal of advancing leadership skills and building upon the knowledge base of experienced building safety professionals. The scholarship will cover expenses for courses covering executive development, executive leadership, conflict resolution training, and crisis communication.


Code of Honor Scholarships

Code of Honor Overview

Code of Honor professional development scholarships will help ensure that the I-Codes continue to reflect the consensus view of officials at all levels of government by providing funding to Governmental Member Voting Representatives seeking to attend the 2010 Group A and Group B Final Action Hearings. The 2010 goal is to provide up to 75 scholarships for both Group A and B.

The Foundation awarded 29 scholarships to Governmental Member Voting Representatives to attend the Group A Final Action Hearings May 15-23, 2010 in Dallas.

The application database will open on Monday, July 12 and close on Friday, July 30, 2010 for the Group B Final Action Hearings October 24-31, 2010 in Charlotte.

Applicants may apply for the Group B scholarships in a variety of categories as outlined below; however, all Code of Honor scholars must be employed as code officials and serving as a Governmental Member Voting Representative, in accordance with Article II Section 2.1.1.1 of the ICC bylaws.

The ICC Board of Directors and ICC Foundation has renamed the former Chapter Match/First Time Attendee scholarship to the Match Scholarship to increase participation in the Final Action Hearings. The Match Scholarship now accepts a 1 to 1 Match from the Chapter, Jurisdiction or use personal funds. The Match Scholarship also removes the First Time Attendee requirement. All other scholarship requirements remain the same.

  • Architect Leaders – Governmental Member Voting Representatives who are licensed architects (financial support by the AIA).
  • Emerging Leaders – Governmental Member Voting Representatives who have served their jurisdiction between 4 and 9 years. Membership in the Legacy organizations will be counted toward years served.
  • Future Leaders – Governmental Member Voting Representatives who are new to the profession, serving less than four years.
  • International Leaders – Governmental Member Voting Representatives who reside outside of the United States.
  • Match Scholarship – Governmental Member Voting Representatives who have a 50% financial match from their Code Council Chapter, Jurisdiction or personal. Click here for ICC Chapters .
  • Small Town Leaders – Governmental Member Voting Representatives whose city or county population is 50,000 or less.
  • Veteran Leaders – Governmental Member Voting Representatives who have served their jurisdiction for 10 years or more. Membership in the Legacy organizations will be counted toward years served.

Who May Apply

Applicants must be a Governmental Member Voting Representative, in accordance with Article II Section 2.1.1.1 of the ICC bylaws. Click here to read the ICC bylaws.

Group A applicants that were not awarded a scholarship are eligible and encouraged to re-apply.

Criteria for Selection

Applications must be submitted online. No paper applications will be accepted.

The online application database will use weighted scores and a blind review process to ensure fairness and transparency. All award winners will be verified by an external certified public accounting firm.

In the event an applicant is eligible for more than one scholarship, the online application database will be processed in each available category until either they win a scholarship or run out of eligibility.

The online application process for Group B will open Monday, July 12th at 10:00 a.m. Eastern Standard Time and will close on Friday, July 30th at 5:00 p.m. Eastern Standard Time. In case of a scoring tie, applications will be awarded in order of the system-generated submission timestamps.

Award Overview

The following information and requirements apply to all of the Code of Honor Scholarship categories:

Applicants may apply for more than one type of Code of Honor Scholarship in any given cycle; however, only one scholarship per year will be awarded to each award winner.

Scholarship awards will fund eligible travel, lodging (reimbursement not to exceed the conference hotel rate), ground transportation and conference fee expenses on a cost reimbursement basis for reasonable and customary Code Hearing expenses. Expenses should be incurred using a reasonableness standard and in a manner consistent with the relevant sections of the CP34-03 Members & Volunteer Travel Reimbursement Policy. Scholarship award winners (scholars) will be required to submit their expenses to the Code Council on the approved expense reimbursement form with original receipts.

Specific eligible expenses may include:

  • Travel (reasonable airfare, train, car rental)
  • Lodging (reimbursement for the conference hotel rate only)
  • Ground Transportation (shuttle or other means of affordable transport to and from the airport). Note: those that rent a vehicle to drive to the hearings may only receive the approximate cost of the rental to and from the hearings location, but not the interim days.
  • Gasoline expenses will be reimbursed if using a company vehicle to travel to and from the Hearings.
  • Conference Fees (fees are reimbursed at the member rate)

None of the scholarships in the current program cover meals or per diem, so scholars will be required to either secure additional support or self-pay for those expenses. Additionally, the scholarship will not fund transportation costs for personal errands or entertainment during the Hearings.

Attendance and participation will be verified through on-site check-in and via verification that the scholar voted in the relevant hearings. Additionally, Code of Honor Scholars will be required to sign ascholarship acknowledgement and complete a professional ethics briefing.

Award Levels:

Architect Leaders, Emerging Leaders, Future Leaders, International, Small Town Leaders & Veteran Leader scholarships provide up to, but no greater than $2,000. These scholarships do not require a match.

Match Scholarships provide up to, but no greater than $1,000. In addition, applicants must secure a pledge from their Chapter, Jurisdiction, or use personal funds to match the scholarship award on a 1 to 1 basis. For example, if the total eligible expenses total $1,800, the Chapter, Jurisdiction or the applicant must pledge to pay at least $900.

Application Procedure

Please review these directions before completing the application form:

ICC Members must complete the online scholarship application. Please note that you cannot save your application data and return to it later. The application must be completed in one session. Once you have submitted the application you will receive confirmation.

Only one scholarship application is required to apply for all eligible scholarships.

Prior to completing the application, applicants should review the application worksheet thoroughly. This will allow you to review the information necessary to successfully complete the online application. In order to gain access to the scholarship application, an Eligibility Test must first be completed. The Eligibility Test will indicate the scholarships you qualify for, and you may apply for those.

Managed Scholarships

The Foundation provides administrative support for ICC Chapters who have scholarship programs. This optional chapter benefit is provided with no administrative support fee. Recipients of managed scholarships are selected by the sponsoring ICC Chapters in accordance with criteria determined by the Chapter. The International Code Council Foundation acts as home for the scholarship funds. The scholarships are funded solely by the sponsoring ICC Chapters. The International Code Council coordinates the distribution of the scholarships. Separate policies are in effect for each scholarship that details the administrative guidelines.

Professional Education Scholarship

Introduction

Code officials are the key to ensuring construction of safe and strong buildings in modern times because they develop and enforce model building codes for use in building and maintenance of a strong and safe built environment. Like all professions, code officials require ongoing training and education opportunities for professional development and excellence, however, access to training and education programs is increasingly limited due to ongoing economic shortfalls. As a result, many ICC governmental members are facing shortfalls in training and education opportunities for code officials.

This challenging trend is expected to worsen with the continuous economic challenges facing cities, counties, provinces and territories in the U.S. and abroad. This must be addressed and solved to help preserve the integrity of the model building code and development process, the ongoing professional development of the code official profession and the safety of individuals and families worldwide.

Award Overview

The International Code Council Foundation (ICC Foundation) is introducing the Professional Education Scholarship Program to support creation of ongoing training and education opportunities for code professionals to support building safety worldwide.

The Professional Education Scholarship Program will provide financial support for reasonable transportation and lodging expenses for ICC appointed representatives of governmental members to attend approved education and training courses during the annual conferences or other approved venues. All expenses will be paid on a cost reimbursement basis and expended consistent with the ICC travel policy. Awards will be given in equal numbers in each of the following categories:

  • Future Leaders – Voting representatives of ICC Government Members new to the industry, serving 4 years or less.
  • Emerging Leaders – Voting representatives of ICC Government Members who have served between 4 and 9 years.
  • Veteran Leaders – Voting representatives of ICC Government Members who have served 10 years or more.
  • International Leaders – Voting representatives of ICC Government Members who reside outside of the United States.
  • Small Town Leaders – Voting representatives of ICC Government Members whose city or county population is 20,000 or less.

Application Criteria

Scholarship applications can be submitted online. Applicants must be currently employed in the building or fire code industry and represent a government entity (city/county/municipality). Applicants must also be a member in good standing of their local ICC chapter.

To ensure the highest level of ethics and professionalism, all applicants will be required to execute an integrity pledge and to attend one professional ethics course in addition to other approved course offerings. Applicants will be required to provide proof of successful completion of the funded courses.

Application Evaluation Process

The review and selection committee decisions are based on a point system using a blind review process to ensure integrity and transparency of the selection process.

Sponsored Scholarships Overview

The International Code Council Foundation (ICCF) acts as home for the ICCF Sponsored Scholarship funds. The scholarships are funded by ICCF contributors and International Code Council (ICC) Chapters. The scholarship program is managed by the ICCF. The recipients for these scholarships are selected by a committee of volunteers. Separate policies are in effect for each scholarship that details the selection and administrative guidelines, eligibility requirements, and the selection criteria.

Who May Apply

Applicants shall be children (as defined below) of code enforcement agency personnel. The jurisdictional authority must be an active Governmental Member of the ICC.

Children must be dependents as defined by the Internal Revenue Serve. Typically, this includes birth children, stepchildren, legally adopted children or a legal ward financially supported by the employee.

Criteria for Selection

The recipients for these scholarships must be enrolled in a recognized and/or accredited school such as a university, trade school, business college or other as approved by ICCF prior to distribution of the award. The recipients are selected by a committee of volunteers.
