The Foundation established a Scholarship Program to support building and fire safety by supporting the education of existing and future code officials; increasing participation in code development and honoring those who have been essential to the formation of ICC. The current scholarships offered by the Foundation are:

The scholarship program is geared towards senior level code officials and department heads with the goal of advancing leadership skills and building upon the knowledge base of experienced building safety professionals. The scholarship will cover expenses for courses covering executive development, executive leadership, conflict resolution training, and crisis communication.
The International Code Council Foundation (ICCF) will begin offering scholarships to government members seeking to attend the Final Action Code Hearings. The first grantees will be for the 2010 Final Code Development Hearings.
The power of ICC has always been broad participation from a full spectrum of the building code industry. However, at this time a large number of government members are unable to attend Code Development Hearings due to budget constraints, a trend which is only expected to worsen with the budget reductions facing most cities and counties across the country. Due to the fact that these representatives are the only members who can vote on code changes, this critical gap must be addressed.
The scholarships will meet this need, ensuring that ICC code decisions continue to reflect the consensus view of officials at all levels of government. ICCF will require absolute transparency as a part of the scholarship application and review process, with the parameters applied equally to all applicants.
Scholarship awards will provide winners with cost reimbursements for reasonable and customary Code Hearing expenses consistent with the ICC travel policy. In order for their employees to qualify for this award, government employers must support the application with a written commitment to cover their employee’s per diem should they be awarded the scholarship. In 2009, ICCF will distribute 15-25 scholarships, with the actual number of awards dependent on available funding. One hundred percent of the funds donated for this program will be used for the scholarships – all administrative costs of the scholarship program will be funded by ICCF. In order to ensure diversity and a true cross section of membership, applicants will be sorted into categories. Awards will be given in equal numbers in each of the following categories:
Applications will be submitted online. Applicants must be currently employed in the building or fire code industry and represent a government entity (city/county/municipality). Applicants must be a member of their local ICC chapter. The applicant’s employer must be willing and able to provide the applicant’s per diem during the conference and provide written documentation.
To ensure the highest level of ethics and professionalism, all applicants will be required to sign a pledge agreeing to take a professional/ethics course. Applicants will also be required to agree to allow monitoring of their voting participation to verify attendance. A separate form with a signature line for each of these prerequisites must be submitted in conjunction with the online application.
The number of scholarships awarded per category will be based on the amount of funding available. To arrive at the total number of awards available, the total funding available will be divided by the estimated average expenses per participant. The resulting figure will then be the total number of awards available, which will be divided equally among the five categories. In the event of an uneven number resulting in left over funds, the money will allocated by the ICCF Scholarship Committee or held in reserve for scholarships the following year.
An ad hoc Professional Education Scholarship Review Committee will be created. While the scholarship applicant review process will not be overly complex or onerous, ICCF will require exceptional integrity and transparency.
The Foundation provides administrative support for ICC Chapters who have scholarship programs. This optional chapter benefit is provided with no administrative support fee. Recipients of managed scholarships are selected by the sponsoring ICC Chapters in accordance with criteria determined by the Chapter. The International Code Council Foundation acts as home for the scholarship funds. The scholarships are funded solely by the sponsoring ICC Chapters. The International Code Council coordinates the distribution of the scholarships. Separate policies are in effect for each scholarship that details the administrative guidelines.

Code officials are the key to ensuring construction of safe and strong buildings in modern times because they develop and enforce model building codes for use in building and maintenance of a strong and safe built environment. Like all professions, code officials require ongoing training and education opportunities for professional development and excellence, however, access to training and education programs is increasingly limited due to ongoing economic shortfalls. As a result, many ICC governmental members are facing shortfalls in training and education opportunities for code officials.
This challenging trend is expected to worsen with the continuous economic challenges facing cities, counties, provinces and territories in the U.S. and abroad. This must be addressed and solved to help preserve the integrity of the model building code and development process, the ongoing professional development of the code official profession and the safety of individuals and families worldwide.
The International Code Council Foundation (ICC Foundation) is introducing the Professional Education Scholarship Program to support creation of ongoing training and education opportunities for code professionals to support building safety worldwide.
The Professional Education Scholarship Program will provide financial support for reasonable transportation and lodging expenses for ICC appointed representatives of governmental members to attend approved education and training courses during the annual conferences or other approved venues. All expenses will be paid on a cost reimbursement basis and expended consistent with the ICC travel policy. Awards will be given in equal numbers in each of the following categories:

To ensure the highest level of ethics and professionalism, all applicants will be required to execute an integrity pledge and to attend one professional ethics course in addition to other approved course offerings. Applicants will be required to provide proof of successful completion of the funded courses.
The review and selection committee decisions are based on a point system using a blind review process to ensure integrity and transparency of the selection process.
